Open Source and State-of-the-Art Algorithms

WinWimp asks: "I was curious if there are any Open Source projects building not system-level software like Linux, Apache, Fetchmail, and so on, but rather developing optimization algorithms, forecasting tools, data mining and pattern recognition software, etc. There are many commercial companies working on these things, and there are many academics doing research in these areas, but are there any open source developers?"
