Good AC systems require a lot more money than $600. What I like for small commercial spaces is a multiple system consisting of several rotary compressors located out of doors. They should not be 120 volt units.
The reason that I like several units is that in some portions of the year you may need only one unit running or you may have a unit down for repairs and the other units can sustain operations.

You actually save money you would otherwise spend cooling. We have 5 physical servers with 4 virtual servers running each. We would have to power/cool 20 servers if this were not done.
